Adams oversees the development of the Idaho state budget, working closely with the legislature to enact budget recommendations. During his tenure, which started in 2019, Moody’s Investors Service upgraded Idaho to a AAA credit rating for the first time in the state’s history.
Before his current appointment, Adams served for 3.5 years as executive director of the Idaho Board of Pharmacy, where he was a strong advocate for broadening scope-of-practice laws and regulations in Idaho and nationwide. Under his leadership, the Idaho pharmacy board eliminated many regulations that had unnecessarily constrained the practice of pharmacists and pharmacy technicians. As a result, Idaho pharmacists gained the authority to autonomously prescribe medications, adapt prescriptions, administer injectable products, and perform testing in accordance with their education and training. Idaho’s advanced practice authority legislation and regulations now serve as a model for other states seeking to advance pharmacy practice and patient care.
From 2009 to 2013, Adams was director of pharmacy programs for the National Association of Chain Drug Stores in Washington, DC. He was promoted to vice president of pharmacy programs in 2013 and served 2 years in that position.
Adams earned his bachelor’s degree in 2007 from the University of Toledo and received PharmD degree from the university in 2009, graduating as valedictorian of the class. He also earned a master’s degree in public health from the Johns Hopkins Bloomberg School of Public Health.
Adams is the 2020 recipient of the American Pharmacists Association Hubert H. Humphrey Award for government service. He was recognized by several organizations in 2015 as an influential young leader in the pharmacy and nonprofit sectors.
